E-Brake not holding the car after changing rotors/rear brake pads

2012 GTI with 191k miles. Bought used off craigslist. The E-Brake felt loose prior to the rotor change but it held the car enough that I could park in neutral with the e-brake on a slight hill. Now the e-brake doesn't hold the car at all. I've tried turning the car on, pressing the brakes down firmly, and pulling the e-brake up several times but this didn't seem to do anything. Any ideas what could be causing this problem?

Side note, those two caliper bolts are THE worst...

I had the same issue after doing my brakes. There is a ratcheting mechanism to auto adjust the parking brake. Read the post below. Some say it didn't work for them but it did for me.

I tried it several times over several days and it didn't work for me. Thanks for the link though. I ordered new ebrake cables, figure I might as well change them out
