The Obama admin placed a moratorium on funding gain of function research, it was never outright banned. That distinction is important because it implies intent to resume at some later date. Which they did, the moratorium was lifted while Obama was still in office. Thus, Obama's admin temporarily paused then re-authorized funding of GOF, under new conditions.
The pause was to allow time to develop new, safer measures:

So to say Obama banned it and Trump re-authorized it is flat-out false and misinformation.
In regards to indicting their self, I was referring to someone else, not Fauci. His name escapes me at the moment, but essentially the person they put in charge of investigating the lab leak is also tied to funding GOF in China. So, if one of his science experiments got loose and caused a pandemic, do we really expect him to uncover the truth? Is it not in his best interest to cover it up, if it was a leak? His investigation consisted of asking China if the virus leaked from a lab, they told him no, to which he then concluded his investigation on the basis of 'having no reason to not believe them'.
That's a problem imo.
