I'm not sure if the coast guard can kick down doors, but if you're asking do we consider maritime borders in this decision, the answer is yes. It's not just Mexico and Canada but the entirety of the eastern and western seaboards are part of this decision. In other words about 2/3 of all Americans are affected.

This has been a problem forever. Border control checkpoints in the US. They ask if you'll roll down your windows, and if you say no, they arrest you. It's bullshit. They claim that proximity to the border is probable cause. It isn't challenged enough.

Have not read the opinion, but it is just that, an opinion. The government has been steadily chipping away at a handful of amendments, including the 4th. Privacy does not coexist with current technology. All of our data is for sale, and .gov is already buying it. This, in addition to piggy backing all of the internet (Snowden, 2013).
I've said before, just because a law is exists, does not make it morally or ethically right.

The Tesla FSD Beta is getting really impressive. Saw a video the other day of it navigating some very tricky bay area roads and is becoming increasingly human-like.
