how skilled of a driver do you have to be in order to drive on the ring? it seems like they dont let any person drive on it. yet again i could be totally wrong.

They will let anyone drive, including complete idiots (I got stuck behind one guy who was all over the place, insistent on not letting cars past, and who nearly took out a bike... the bikers themselves are fairly suicidal and probably the most dangerous thing out there).
However, I would recommend at least a little track experience before you take your car out. It's not necessary by any means, but it is useful.
Helmets are not mandatory, though I always wear one.
I'm planning to go again late August/early September... it's the most awesome thing you can do for a weekend that I can think of.
