It's a common technique called a Gish Gallop, and Steve Bannon admitted that's what they were going to do in interviews leading up to the election. Though out a ton of accusations, making it impossible to refute everyone one of them. Any accusations not answered you can say the other side didn't dispute your claim, which is proof it's true.

That works with his dum dum base, it won't work in court.
