He's on the "treat them like utilities" side because we've allowed them to operate in a mostly monopolistic environment. When there's only two firms to compete in a market with extraordinary infrastructure costs and publicly advertised prices then getting them to act competitively can be difficult.

Supposedly he had it all figured out but since his backers owned the power grid they told him to fuck off and the ideas died with him. He could have also been nuts, it's not clear. He was a real life wizard though.
