They’re officially known as wheel spoilers, wheel arch spoilers or wheel arch lip spoilers. I’ve also seen them referred to as winglets on some forums.

Some owners mistakenly think they’re fitted as some form of aerodynamic aid. On some performance models of a car, there’s a risk with wider factory fit wheels and tyres that the tyres may extend beyond the wheel arch edge. So manufacturers fit these little plastic lips / wheel spoilers that are intended to cover any exposed tyre tread when viewed from directly above the wheel, as legally (in the UK), and for safety reasons, no part of the tyre should extend beyond the bodywork.
