when you stop the car the windshield wipers move a little and then when you start it they return to their position is this normal?

Yess this is a feature. I think its to spread the wear on both sides of the wiper blades.
Yes, that’s my understanding too.

I think it’s been a feature on the Golf since the mk5. My mk6 certainly used to do it.

Yes, on mk5 it did this after 5th drive, now they move more often.
System knows exactly position of wipers in degrees

This movement is designed to prevent the rubber of the wiper blade becoming ‘set’ in one specific direction by lifting the wiper up onto the centred rubber blade instead of leaving it folded at the end of the wipe stroke, this prolongs their lifespan and ensures they clear the screen like new for as long as possible.
