Strange constant beeping noise under hood

Some of you are referring to the sound of the reverse-flowing motor that cools the turbocharger when you shut the car down. It has a high-pitched whine for ~15 seconds.

Starting up tonight leaving work, I noticed something. It might be related to the steering, somehow... when it started to make that "whine" I happened to tap the wheel, ever so slightly, and the noise stopped. Nudging the wheel seemed to discourage the sound.

Spark any ideas?

Seems to be worse the colder it gets outside

My car makes aa high pitched whine after the car is warm and running for awhile. The dealer said it was the breather valve.
